Hello everyone, my name is Yuri, I'm from southern Ukraine, and I'm into hardy palms & other accompanying stuff for a bit of time now. I've found that among the other PNW cities Walla-Walla resembles my climate rather closely. I grow a few palms outside, some of them have been already tested by frost, and some are just preparing to face the snow.
I've read a lot of good things about your board, I'm sure my experience will stick to them.

I have never been to Ukraine, although my sister-in-law is from Lviv, and my brother does business in Kiev and so flies there from their home in Oregon, USA, often. Hopefully I'll get tag along some year.
What is the climate like there? Is it like Odessa? What palms can you grow there?

All the cities you've mentioned - Lviv, Odessa, Kiev are really nice, and I'd say worth the visit, being rather different. I'd also add the Crimea to the list.
My climate is similar to Odessa, it's 1-2 degrees cooler in winter, but warmer 2-3 degrees in summer - a bit more continental as we're farther from the Black Sea. I'm in zone 7a/6b, but cold spells do occur in winter, like this year, when the mercury dipped down to -23.8 C (-11 F, I believe), and usually Kherson receives about 15" - 16" annually, and areas south of it get away on average with 10". Usual summer highs are about 86 F, and up to 104 F during the hotter spells.
My range of palms is rather modest now, I've got 2 trachies (bigger one survived this winter unprotected), washy filifera, chamaerops humilis (these two were protected with boxes), and a sabal minor which i planted out this spring only. I'm going to try the mazari palm, brahea armata and needle palm as they become bigger (they are seedlings now).
In Crimea, on the south coast you can find more tender palms, like butias, jubea, CIDP's. Trachies and waggies also grow in Odessa, and in Western Ukraine, of course, with some care.

We heard Europe generally had a terrible winter, cold and lots of snow.
7 a is a fabulous zone for growing palms, and we'll look forward to seeing all of them as they go into the ground.
I have two small brahea armata that are such a beautiful blue color, I will not keep them outdoors in winter...too nice to kill.
