Sclerocactus parvifolia I think?Very, very cold hardy and can get very large for a cold hardy cactus, related to the big ferocactus :wink:

I would not worry about it,pretty typical of these(and other)palms,just make sure it's watered well in warm/hot weather and it should improve in*time*...
