Sounds like it is going to be a very nice cactus garden, but if it was me I would leave out the moss and potting soil. I would keep out most organics...

Was this plant inside during the winter? Sometimes spider-mites or mealy-bugs get on yuccas during the winter?

Can you partially remove some protection without losing moisture protection?Rain freeze events can really have a toll on things if your not careful. ...
