I would use a different Opuntia pad, just because fragilis is known to fall of the roots easily, and no you would not need to let it root in if you us...

You might want too look for plants from New Mexico and West Texas nuresries, places where the plants may come from seed that have seen more cold. :)

McKatelyn, I would buy smaller one gallon yuccas and try them through the winter. The bigger ones you have in the pots may not be worth the money too...
