What plant is this?

Saw it in the park here. It seems to be an evergreen, though it has red leaves.
Kept its foliage through the winter, mostly with little damage.
Like to find more about this plant, but don't know its name.

Looks like Oregon Grape (mahonia).
Ours go really red in winter from the cold.
Green in spring, looks like holly.

The burgundy is the natural winter response of Mahonia aquifolium to winter sun...not wind burn.

The tan coloured leaves are winter burned caused by sun exposure (& a little wind).
