Yes, I heard of that a couple of years ago.
Totally bizarre.
One state apparently said they need the water to recharge their aquifer.
And that makes collection illegal.
Soon we'll have to have a permit to collect sunshine on our roofs.

Check the name of the website..... obvious bias is obvious.....
Colorado had restrictions on collecting water, but have since changed them (or just dont really care about imposing them). Some states may still have this law, but they are old laws, not new.
But you are right, people are indeed selling water, and using it as a commodity in other places, rather then at home:
