I saw the original airing of that program. It's difficult to say what percentage of auto accidents are a direct result of tire failure from old tires, I'd wager a very small part really. However, there should be some safeguards against selling old tires as new.

And raise hell if they're older than 4 years.

I used to make sure that the tires on my vehicles were changed every 5 years. I had a truck that didn't travel 10,000 km per year and a convertible that seldom made 5,000 km per year. They would weather check before the tread wore out.
Now our vehicle travels over 20,000 km/yr and the tread wears down in 4 years or less.
It would be a good idea to require a 5 yr expiry date.
