These C.panzhihuaensis and C.debaoensis are likely doomed...damn!
Pretty upsetting after 8 months of "caring" for them.

Barb,

The white stuff is not always fatal. Do you have any Chamomile tea bags? Steep one bag, let sit 10 - 15 minutes, add it to a half gallon of water and mist the seeds.

This should get rid of that without harming anything else, things look a little too damp without much airflow. Can you set up a small fan to keep some air moving over the containers?

Chamomile? will get some asap.

They were fine while outdoors in good weather, then weather changed to cold and wet and they're back in the little GH.
I suppose I shouldn't have put cellopane over the containers.

I'm grateful for the tips. Thank you.

Barb,

Good luck with them! The Chamomile has anti fungal properties and is safe to use on seedlings & seeds.

Even if the radicles are involved, (and starting to decompose), there may be enough of a caudex and root system developed to allow the plant to continue growth.
