Being an apartment block (versus a residence), will check with the manager.
He must know who maintains their outdoors.

I'm going to say 80% sure they are elata. There are, however, narrow leaved Y. glauca which look very similar.
As Tim said, once they bloom there will be no doubt!
I'm sure impressed with their late winter condition.
They took -19C for a low 😀 😀 although downtown is likely a few degrees warmer than my place in winter.
The exposed corner lot means they get nailed with winter winds and salt/snow from road clearing. 😀
Plus, I didn't see any irrigation drip/spaghetti tubes!
