Cactus doesn't flower

Had this for a few years.
I've seen them bloom with a beautiful small red flower surrounded by little green leaflets.

This pic shows the little leaflets developed:

But then each year they shrivel up and die.
Yet the cactus has grown those gorgeous branches since I've had it.
It was just a stick when I bought it.

What am I doing wrong?
It's in an unglazed clay pot, soil is kept mostly dry.
Never been fertilized.

Would appreciate any help.

Barb, to be honest I've never seen this Euphrobia blooming. Even in Kenya. You might mean Euphorbia splenders?

They look so similar, thanks for the comparison.

Doesn't everything bloom--eventually?
Or else there'd be no more of them? 😆

This particular species most likely has yellow inconspicuous flowers. 🙄
