Are there any tall Windmill palms north of Comox?

Humm ... can't say anything about north of Comox but I'd wager there is somewhere ... Campbell River perhaps!? It's been many years since I was up that way, and I don't recall seeing any in 1974.
Nice palm in your photo. Is it your's or a friends? Any details or history on this one?

Yup, at least one on the east side of the island highway towering over a red house just before the elementary school that was closed. (about 7 minutes north out of courtenay on the highway)
And some smaller ones at my house which is about 5km north of that.

Oh, almost forgot, there are many houses with Windmill palms on Quadra island (lots of nice bamboos as well), just saw them the weekend before last and IIRC several on Cortez as well.
