Whimpy "Waggie"

I've had this Trachycarpus wagnerianus for about 8 years. Originally it was planted on the BC mainland and was subsequently moved in 2001 when we re-located to Vancouver Island.
It always suffers winter damage even in the mildest (zone 10a winter - 2006). It never looks really healthy and is always trying to rebound after winter. I've heard of some of these being weak and only suitable for nearly frost free climates. This must be one of the whimpy waggies.
